BHUBANESWAR: The Crime Branch on Saturday constituted a special medical board to study the mental health of Gopal Das, who has a treatment history of bipolar disorder and told the investigators that he eliminated health minister Naba Kisore Das out of his deep personal hatred. The CB got his remand for four more days till February 8.
"A special medical board has been constituted to study the mental health of the accused," a statement issued by the CB said.
A senior CB officer said the investigating agency had requested the government to form a medical board to which the government agreed. "The four-member board will have psychiatrists from SCB Medical College and Hospital, Cuttack and VSS Institute of Medical Sciences and Research, Sambalpur. They will analyse his mental health behaviour," the officer said.
According to sources, Gopal has told the Crime Branch that he had a deep-rooted personal anger, which stemmed from his 'criminal hatred' against the minister, leading to the murder. "Gopal has told the investigators that he harboured a grouse against Naba and the hatred grew with Naba's career growth and his own personal stagnation. Because of his works in Jharsuguda district in the past more than a decade, he presumed Naba to be too influential while imagining himself to be too insignificant," another officer said.
Gopal has told the investigators that he visited the famous Samaleswari Temple shrine some days ago and vowed to eliminate Naba. From this revelation, CB came to know about his strong motivation to kill the minister. Police found his visit to the temple to be true.
CB sources said as per Gopal's disclosure it recovered 22 pieces of paper of a note written by him about his murder plan. Gopal had flushed it down the toilet after tearing it, CB sources added. It has been sent to the handwriting bureau for examination, the CB statement said
The documents recovered from the paternal house at the Industrial Estate, Berhampur and government quarters at Jharsuguda are being scrutinized. The financial details of accused, his wife, brother and other close relatives are also being collected by a team of CID-CB. Sources said the investigating agency has not found any unusual bank transaction of Gopal or any of his relatives or close acquaintances so far and found no properties disproportionate to the family's income.

While Gopal has been maintaining before the investigators that he eliminated Naba because of his own extreme personal hatred, a CB officer said the investigating agency is still working on other possibilities such as of business or political rivalry.
CB sleuths are looking for definite incident/s with the minister that registered in his mind. As reported earlier, DGP Sunil Bansal on Friday said it seems to be such rarest of the rare cases. Yet, CB is leaving no stone unturned to get to the bottom of the incident, he said.
